For the Buyer, closing costs are mainly generated by the mortgage bank. Those can be nearly 4% of the loan value for a typical loan like and FHA program.
For the Seller, there may be the Title Insurance and a Survey cost, if one is not provided, totalling about 1.5% of the sales price as closing costs.
There are prepaid costs such as Taxes and Insurance that may also increase the closing costs for buyers and sellers.
